Opportunity Information: Apply for 25PR11

The National Institute of Corrections (NIC) is offering a cooperative agreement opportunity called "Leadership Development for Deputy Wardens and Second in Command" (Funding Opportunity Number 25PR11; CFDA 16.601). The purpose is to strengthen leadership capacity among deputy wardens, who function as the second in command in correctional facilities and often carry significant delegated authority to carry out directives from federal and state courts and the attorney general. NIC is emphasizing that deputy wardens are central to day-to-day operational continuity, leadership and management effectiveness, staff and incarcerated-person safety and security, and consistent enforcement of policies and procedures that support compliance and accountability. In practical terms, the opportunity is aimed at improving how facilities are led and managed by preparing deputy wardens to make sound decisions, uphold justice and accountability, and navigate both long-standing and emerging challenges in corrections.

The funded work is focused on developing training in two formats: a Virtual Instructor-Led Training (VILT) and an e-course. NIC describes these products as modern, technology-forward learning resources that will use situational narratives, video clips, and interactive activities to make the content realistic and engaging. The intent is to prepare incoming or developing deputy wardens/second-in-command staff for the complex operational and leadership issues they will encounter, balancing immediate institutional demands (safety, security, continuity of operations) with broader mission goals, including rehabilitation and successful reintegration outcomes.

Eligibility is broad but specific. NIC will accept applications from nonprofit organizations (including faith-based, community, and tribal organizations), for-profit organizations (including tribal for-profit organizations), and institutions of higher education (including tribal institutions). However, any recipient including for-profit entities must agree to waive any profit or fee for services, meaning the award is not intended to generate profit. Foreign governments, international organizations, and international nongovernmental organizations are not eligible. Applicants that are nonprofits must provide proof of 501(c)(3) status from the IRS, or an authorizing tribal resolution for tribal entities as applicable. NIC also welcomes collaborative applications involving two or more entities, but one eligible organization must serve as the primary applicant and administrator of the award, with any partners proposed as subrecipients; the primary applicant retains responsibility for managing the full program.

This is a single-award opportunity with an expected one award, with a maximum award amount (ceiling) of $200,000. The application deadline listed is October 15, 2024, and the opportunity was created on August 16, 2024. Only one application may be submitted per organization, so applicants need to coordinate internally before applying to avoid multiple submissions from the same entity.
