In practice, that can mean helping a state NFIP coordinating agency or an NFIP-participating community maintain its ongoing regulatory responsibilities, improving the quality and usability of flood studies and map updates, and strengthening how flood risk is communicated to local decision-makers, residents, and the public and private sectors involved in mitigation and development. The program recognizes that partners often bring valuable local data, staff capacity, and established workflows that can make flood mapping and risk communication more accurate and more trusted within the community.

Eligibility is limited to qualified CTP partners, meaning an applicant must already have a signed CTP Partnership Agreement with FEMA Headquarters or the applicable FEMA Regional Office. Applicants must either be, or represent, an NFIP community in good standing (as defined in 44 CFR Part 59.1), or be a FEMA-approved nonprofit whose primary mission supports NFIP goals and objectives.
